{"id":46618,"date":"2022-04-25T06:15:19","date_gmt":"2022-04-25T04:15:19","guid":{"rendered":"https:\/\/www.dignity.dk\/?p=46618"},"modified":"2022-11-30T12:36:07","modified_gmt":"2022-11-30T11:36:07","slug":"press-release-progress-rapport-out-now-from-iapb","status":"publish","type":"post","link":"https:\/\/dignity.dk\/en\/news\/press-release-progress-rapport-out-now-from-iapb\/","title":{"rendered":"Press release: Progress report out now from IAPB"},"content":{"rendered":"<div id=\"pl-46618\" class=\"panel-layout\">\n<div id=\"pg-46618-0\" class=\"panel-grid panel-no-style\">\n<div id=\"pgc-46618-0-0\" class=\"panel-grid-cell\" data-weight=\"1\">\n<div id=\"panel-46618-0-0-0\" class=\"so-panel widget widget_sow-editor panel-first-child panel-last-child\" data-index=\"0\" data-style=\"{&quot;background_image_attachment&quot;:false,&quot;background_display&quot;:&quot;tile&quot;}\">\n<div class=\"so-widget-sow-editor so-widget-sow-editor-base\">\n<div class=\"siteorigin-widget-tinymce textwidget\">\n<h4>Belarus Platform gathers over 10,000 files from victims and witnesses on alleged international crimes in its first year<\/h4>\n<p>The International Accountability Platform for Belarus (IAPB) has collected over 10,000 victim, witness, and documentary files and 500,000 items from open sources on crimes under international law committed in Belarus since its launch a year ago.<\/p>\n<p>With the human rights situation in Belarus and the region drastically worsening, the IAPB has provided significant support to an investigation led by the UN Human Rights Office (OHCHR) and national criminal justice authorities to ensure perpetrators can be brought to account.<\/p>\n<p>Belarusians exercising their rights to freedom of expression, association and assembly continue to face repression by the Lukashenko regime, including in the context of recent <a href=\"https:\/\/www.rferl.org\/a\/belarus-protesters-abused-in-custody\/31760175.html\">protests<\/a> against Belarus\u2019 potential support for Russia\u2019s aggression against Ukraine and the ensuing conflict. There are now more than 1,000 <a href=\"https:\/\/spring96.org\/en\/news\/107003\">political prisoners<\/a> in Belarus, and more than 100,000 Belarusians have been forced to live in <a href=\"https:\/\/www.diplomatie.gouv.fr\/en\/country-files\/belarus\/news\/article\/situation-in-belarus-france-s-position\">exile<\/a>.<\/p>\n<p>The IAPB\u2019s second semi-annual report <a href=\"https:\/\/www.dignity.dk\/wp-content\/uploads\/IAPB-Progress-Report-PUBLIC-Feb-2022.pdf\">Progress-Report<\/a>&nbsp;details the considerable work the Belarus Platform carried out in the last six months to ensure this large volume of information and evidence can be effectively used by accountability bodies.<\/p>\n<p>\u201cWe are working hard to make sure that every testimony, every snapshot in the chronicle of the crimes committed by the Belarusian regime against its own people is preserved for international evaluation and future prosecution of the perpetrators,\u201d said Pavel Sapelko, Representative and Lawyer of IAPB co-lead, Belarusian NGO Human Rights Centre \u201cViasna.\u201d<\/p>\n<h5>Bring perpetrators to justice<\/h5>\n<p>When <a href=\"https:\/\/www.ohchr.org\/en\/hr-bodies\/hrc\/regular-sessions\/session49\/list-reports\">reporting<\/a> to the UN Human Rights Council (HRC) on 17 March 2022, the OHCHR examination on the human rights situation in Belarus found that state authorities used disproportionate force and arbitrarily arrested and detained protestors, and committed torture, rape and sexual violence and other inhumane acts against them.<\/p>\n<p>The IAPB provided the examination with access to victims and witnesses and open-source information and, following its extension by the HRC on 31 March 2022, is providing access to its entire collection of information and evidence.<\/p>\n<p>\u201cDespite new challenges, crimes against humanity in Belarus must remain in the focus of the international community,\u201d said Victoria Federova, Representative of IAPB co-lead, the International Committee for the Investigation of Torture in Belarus. \u201cIt is necessary to use all possible legal means to bring the perpetrators to justice and restore the rule of law and respect for human rights in Belarus. Universal jurisdiction is the most accessible mechanism for the victims of torture and human rights violations in Belarus, especially those who fled the country.&#8221;<\/p>\n<h5>Support criminal justice authorities<\/h5>\n<p>States are obligated under international law to heed the UN High Commissioner for Human Rights\u2019 <a href=\"https:\/\/reliefweb.int\/report\/belarus\/interactive-dialogue-high-commissioners-report-belarus-michelle-bachelet-un-high\">call<\/a> for independent investigations into the scale, pattern and nature of the violations and state policy to commit them, factors which may support a finding that crimes against humanity have been committed.<\/p>\n<p>The IAPB is already supporting national criminal justice authorities outside Belarus by preparing to share evidence and related analytical briefs to support their investigations into international crimes committed in Belarus. Laying such groundwork now for future prosecutions is essential to ensuring perpetrators, including persons in positions of power, can be held accountable.<\/p>\n<p>\u201cNot only have international crimes against Belarusians increased since the election 2020, but no one has been brought to account.
