GAZA \u2013 <\/strong>A Palestinian man from Gaza speaks a little Hebrew and believes it might save his life.\u00a0<\/p>

When Israeli soldiers approach a school in Khan Younis, the man and a few others decide to\u00a0try to speak with the soldiers, hoping to reassure them that only civilians are in the area.<\/p>

Shortly after, he is killed \u2014 along with the other men.\u00a0<\/p>

Later, the man is found lifeless by his son. The boy says nothing, but his mother grows\u00a0suspicious when she sees him without his jacket.\u00a0<\/p>

Only when fieldworkers from the human rights organization Palestinian Centre for Human\u00a0Rights (PCHR) interview the boy do they understand why: He had covered his father’s dead\u00a0body with his jacket, and did not tell his mother fearing that she would return to the school and might get killed too.<\/p>

The story is told by Hamdi Shaqqura, Programme Director at the Palestinian Centre for\u00a0Human Rights (PCHR), which is DIGNITY\u2019s partner organization in Gaza.\u00a0<\/p>

Together with his colleagues, PCHR documents alleged war crimes, crimes against humanity, and genocide including torture and\u00a0other inhuman treatment, committed by the Israeli army in Gaza. In the past, they have also\u00a0documented abuses committed by the Palestinian authorities.\u00a0<\/p>

And as he says:\u00a0<\/p>

\u00bbI have worked with human rights for 30 years and lived through several wars in Gaza\u00ab.\u00a0<\/p>

\u00bbBut what we are witnessing now surpasses everything\u00ab.\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

An unprecedented collapse\u00a0<\/h5>

Hamdi Shaqqura \u2014 like much of Gaza\u2019s population \u2014 was displaced south to Rafah when\u00a0Israeli attacks towards the end of 2023 devastated large parts of northern Gaza.\u00a0<\/p>

Without an office, electricity, or necessities, and under constant bombardment, PCHR quickly rebuilt its operations through its\u00a0fieldworkers and lawyers, as the work had to continue, as he says.\u00a0<\/p>

\u00bbWe prioritized and insisted on documenting the war crimes, because we are among the\u00a0very few who could carry out this task in Gaza,\u00ab he says: \u00a0<\/p>

\u00bbOur strength lies in being present in Gaza. We interview and take testimonies from the\u00a0victims of the war. We listen to them. In the beginning, I didn\u2019t think it could get any worse\u00a0\u2014 but it did. I have never before seen anything as devastating as what is happening in Gaza\u00a0now,\u00ab he says, and continues:\u00a0<\/p>

\u00bbStill, I\u2019m proud that we were able to resume our work so quickly. Our role is to document\u00a0and inform the international community \u2014 to tell the world what is happening. Israel denies\u00a0that it is attacking the civilian population and civilian infrastructure. Our task is to tell the\u00a0truth.\u00ab\u00a0<\/p>

So far, three of PCHR\u2019s colleagues have been killed in Israeli attacks.\u00a0<\/p>

Among them was Nour Naser Abu Al-Nour, a lawyer at PCHR\u2019s Women Rights Unit, who was killed in Rafah along with her family\u00a0while she was in contact with a colleague. Dana Yaghi, also a lawyer at the same unit, was killed in an attack in northern\u00a0Gaza together with 40 other members of her family, including many children. Ihab Marwan, an administrative assistant, was killed with his wife and his two children in an Israeli airstrike along with his wife and two children.\u00a0<\/p>

\u00bbThey were all dedicated staff who were deeply committed to our work. Some of them I was\u00a0messaging with just the day before they were killed, as they were talking about how they\u00a0would coordinate the next day\u2019s work.\u00ab\u00a0<\/p>

Several of PCHR\u2019s staff members are now working from Cairo, where Hamdi Shaqqura\u00a0himself is currently located. PCHR\u2019s fieldworkers and lawyers continue to operate and work inside Gaza.<\/p>

Systematic use of torture\u00a0<\/h5>

PCHR works, among other things, to document torture and other inhuman treatment that\u00a0Palestinians are subjected to while in Israeli custody.\u00a0<\/p>

\u00bbWe provide legal assistance to those detained by Israel,\u00ab explains Hamdi Shaqqura.\u00a0<\/p>

\u00bbMany do not have access to a lawyer, and most are held without any official charges. When\u00a0they are released from detention and prisons, they bear scars on both body and mind\u00a0because torture is carried out systematically against Palestinians.\u00ab\u00a0<\/p>

It requires extensive resources for Hamdi\u2019s team to reach the survivors who are often\u00a0deeply traumatised and have lost trust in other people.\u00a0<\/p>

\u00bbIt usually starts with a request from the family. Then we try to find out where the person is\u00a0being held. We need to be able to visit them \u2014 often that is the only way to gain insight into\u00a0their condition,\u00ab explains Hamdi.\u00a0<\/p>

Several international, Palestinian, and Israeli sources \u2014 including the UN, the Public Committee Against\u00a0Torture in Israel, and B\u2019Tselem \u2014 have documented torture and other inhuman treatment of\u00a0Palestinians over many years.\u00a0<\/p>

For example, the Israeli NGO Public Committee Against Torture in Israel has filed over 1,400\u00a0torture complaints since 2001.<\/a><\/p>

In 2008, a coalition of 14 Israeli and Palestinian NGOs published a report<\/a>\u00a0on the \u201cwidespread\u00a0and systematic\u201d use of torture by Israeli authorities.\u00a0<\/p>

In 2016, the UN Committee Against Torture <\/a>raised several concerns<\/a>\u00a0regarding the treatment\u00a0of Palestinians in Israeli detention. All of this occurred before the Hamas attack on October\u00a07, 2023, after which reports of abuse and torture have only increased<\/a>.\u00a0<\/p>

In December 2023<\/a>\u00a0and again<\/a>\u00a0in February 2024<\/a>, NGOs warned against the systematic abuse\u00a0of detained Palestinians in Israeli detention centres.\u00a0<\/p>

The Israeli human rights organization B\u2019Tselem describes the torture as a \u201csystemic,\u00a0institutional policy.\u201d\u00a0<\/p>

Earlier this year, PCHR published a report titled Torture and Genocide<\/em><\/a>, based on 100\u00a0interviews PCHR conducted with Palestinians who lived in Gaza before October 7, 2023,\u00a0were detained by Israel during the year between October 7, 2023, and 2024, and have since\u00a0been released.\u00a0<\/p>

\u00bbThe report shows that torture is not isolated incidents, but part of a broader policy, not\u00a0only as a violation of human rights or a war crime, but also as an integral part of Israel\u2019s\u00a0ongoing genocide against the Palestinians.\u00ab\u00a0<\/p>

Something I\u2019ll never forget\u00a0<\/h5>

Hamdi Shaqqura emphasizes that no one knows precisely how many Palestinians are\u00a0currently detained in Israeli prisons and detention centers. It amounts to thousands \u2014\u00a0perhaps tens of thousands, he says.\u00a0<\/p>

Through the report, Hamdi Shaqqura has read countless testimonies about torture and the\u00a0killing of civilians.\u00a0<\/p>

\u00bbIt is essential that the victims are heard. We publish hundreds of their stories. I read them all before publication. It\u2019s overwhelming. If I find them challenging to read, how much more so must it be for those who have lived through it themselves?\u00ab\u00a0<\/p>

Still, there is one story that continues to haunt him: the little boy who found his lifeless\u00a0father and covered him with a jacket.\u00a0<\/p>

\u00bbThat testimony I will never forget,\u00ab he says, pausing.\u00a0<\/p>

\u00bbIt is crucial that this knowledge is spread. No one should later be able to say, \u2018I didn\u2019t\u00a0know,\u2019\u00ab he says.\u00a0<\/p>

\u00bbWhen it comes to concrete action \u2014 especially from European states \u2014 it\u2019s not information\u00a0that\u2019s lacking. It\u2019s political courage. Gaza is often referred to as the world\u2019s largest open-air\u00a0prison. Now it is also the world\u2019s largest graveyard. What more knowledge does the world\u00a0need to act?\u00ab\u00a0<\/p>

According to Hamdi, arms sales to Israel must stop. This includes all activities that help\u00a0maintain the illegal occupation of Palestinian land.\u00a0<\/p>

\u00bbThere is a need for sanctions against Israel. There is no longer any excuse. Everyone knows\u00a0what is happening,\u00ab he says.\u00a0<\/p>

\u00bbIf you only fight impunity in Ukraine but ignore Gaza, then you have politicised the\u00a0international legal order. And that is a dangerous path to take.\u00ab\u00a0<\/p>

The fight against impunity<\/h5>

The Israeli state must be held accountable \u2014 and that also applies to the states that enable\u00a0its military operations, says Hamdi.\u00a0<\/p>

\u00bbWe are standing at a crossroads: either we defend the international order based on human\u00a0rights, or we move toward chaos. As human rights defenders, we must stand firm.\u00ab\u00a0<\/p>

\u00bbWho would have thought that the ICC would charge Netanyahu with war crimes, or that\u00a0Israel would be accused of genocide before the ICJ? These are positive steps. As a human\u00a0rights defender, I dream of a world with peace and justice for all. Everyone is equal before\u00a0the law. That is the only instrument we Palestinians have left. We have the right to the same\u00a0justice as everyone else. And here, the EU and Denmark play an essential role.\u00ab\u00a0<\/p>

\u00bbDenmark should take the lead now and wholeheartedly support the ICC and the ICJ, while\u00a0Trump and Netanyahu try to undermine our legal system. This is about upholding the rule of\u00a0law and combating impunity. That\u2019s why it\u2019s so crucial to respect the rulings of the courts,\u00ab\u00a0he says, concluding:\u00a0<\/p>

\u00bbIt can be hard to talk about hope right now. But if we lose hope, we lose everything.\u00ab\u00a0<\/p>

\u201cMy colleagues in Gaza make me proud and give me hope. And the global solidarity with\u00a0Gaza is also something that warms my heart and gives us the strength to keep fighting for\u00a0human rights in Gaza.\u00ab<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
